Note on names: Hiep Phuoc (the former Nha Be) formerly belonged to the former Ho Chi Minh City and still belongs to Ho Chi Minh City after the merger effective 01/07/2025; this article does not use any old area name as a current administrative unit.
Hiep Phuoc is the only industrial park in Ho Chi Minh City with a deep-water seaport right inside the park, while also sitting on weak riverside ground. This pair of conditions — a port inside the park plus subsiding ground — is not found together in any other park in this in-depth series, and it determines the entire approach to choosing floors: survey settlement first, and only then talk about port loads and clean floors.
A port inside the park: port warehouse floors are the axis, not purely factory floors
Hiep Phuoc spans nearly 2,000 ha under the master plan, divided into three phases; phase 1 covers 311 ha and is 100% filled, while phase 2 covers 597 ha and is under development, according to a secondary source. The park’s unique advantage is three seaports inside the park according to the source, together with connections to the Ben Luc – Long Thanh expressway and ring roads under the plan. The axis of this article is therefore port warehouse and logistics floors: truck and container loads, high-frequency forklifts, slip resistance, durable lane markings, and outdoor or semi-outdoor areas needing a PU topcoat against chalking. Treating Hiep Phuoc as a purely factory park would miss exactly this axis.
The subsiding-ground problem: survey settlement and cracks, and when coating is not allowed
The weak ground beside the Soai Rap river does subside, and this is a mandatory technical warning in this article: never coat a subsiding substrate without treatment. Before coating, survey for signs of settlement and cracking, assess whether the substrate is still stable or still deforming, and treat the substrate first if needed. This article does not state an absolute subsidence figure (mm/year), because no officially cross-checked measurement source was available; it only states “weak ground, with subsidence” together with the survey requirement. Skipping this step to meet a deadline is the fastest way to produce a floor that cracks with the substrate after a few months of use.
Port warehouse and container floors: heavy loads, slip resistance, markings, outdoor PU topcoat
Port warehouse floors carry trucks and containers continuously, forklifts turning and braking sharply, and rain in semi-outdoor areas. Coatings need heavy load capacity, slip resistance when wet, durable markings and outdoor resistance via a PU topcoat. The RollCoat roller system is often considered for warehouses and forklift areas because it resists abrasion well, but container vehicle routes and outdoor areas need separate surveys of concentrated loads and sun exposure time. Acceptance testing must also test the real loads and real vehicle routes of the port warehouse, not just visual inspection.
Export food and agricultural processing floors: wet areas, seamless, easy to clean
The export food and agricultural processing group in Hiep Phuoc needs seamless floors that are easy to clean and withstand washing, with wet areas needing additional slip resistance. The LevelFlow self-levelling system is often considered for clean processing areas because it creates a seamless flat surface, but the specific hygiene and export standards are still set by each factory and its export market. Cold storage or finished-goods warehouses attached to the port return to the problem of forklift loads and lane markings, so processing areas and warehouse areas must be separated when choosing a system.
Engineering, shipbuilding and materials floors: heavy machine loads, oil and grease, abrasion
The engineering, shipbuilding and building materials group demands heavy machine loads, oil and grease and abrasion, similar to the heavy industry group, but in Hiep Phuoc this is compounded by weak ground and the riverside environment. Substrates need grinding, oil treatment and settlement checks before coating; heavy machine positions and truck access areas need separate load surveys. Under the plan, phase 2 also includes high-grade building materials, precision engineering, electronics and marine equipment and port services — groups that will create additional demand for new floors once phase 2 becomes operational, unlike phase 1, where renovation is the main demand.
Phase 1 renovation versus phase 2 new floors: two work rhythms in one park
Within a single industrial park, Hiep Phuoc has two different work rhythms: phase 1 is already filled, so the main problem is renovating old substrates while warehouses and factories keep operating; phase 2 is under development, so the problem will be new floors on new substrates, where moisture control and substrate age are the main concerns. Investors need to distinguish these two rhythms when planning, because renovation and new floors have different survey procedures, schedules and acceptance processes. This article makes no claims about ring-road progress or the phase 2 fill level beyond what the source describes as “under development”.
Frequently asked questions
Can a floor with signs of subsidence be coated straight away? It should not be. Survey settlement and cracks and treat the substrate before coating; coating a subsiding substrate will crack and peel with the substrate.
How does Hiep Phuoc differ from Cai Mep? Both are port-linked, but Hiep Phuoc is a port inside an inner-city Ho Chi Minh City industrial park on subsiding ground, while Cai Mep is a deep-water port cluster with port land covering nearly a third of its area and its own ship repair group. Their ground problems and port scales differ.
Do outdoor port warehouse floors need a special topcoat? Yes. Outdoor or semi-outdoor areas need a PU topcoat to resist chalking under UV light; ordinary epoxy exposed to direct sun chalks quickly.
Do phase 1 and phase 2 use the same flooring approach? No. Phase 1 is mainly renovation of old substrates while operations continue; phase 2 is mainly new floors, where moisture and substrate-age control are the focus.
